Lids must be closed and contents must not overflow. Commercial dumpsters require opaque screening per Volusia County Code Ch. 72 (Zoning). In hurricane-prone Volusia, bins must be secured before named storm events to prevent wind-driven debris. Bear Management Areas in western Volusia (parts of Deltona, DeLand) may require bear-resistant containers. Beachside communities enforce stricter rules to protect tourism and aesthetics.
