In hurricane-prone Volusia, bins must be secured before named storm events to prevent wind-driven debris. Bear Management Areas in western Volusia (parts of Deltona, DeLand) may require bear-resistant containers. Beachside communities enforce stricter rules to protect tourism and aesthetics.
First offense warning. Subsequent offenses: $50-$100 fines per occurrence in most Volusia cities. Daytona Beach Code §62 fines up to $250. Repeat violations: code enforcement lien and escalated fines up to $500. Overflow attracting rodents/wildlife: separate nuisance violation.
