Ann Arbor requires solid-waste carts and dumpsters to be stored so litter can't blow and vermin can't access them. In new developments, containers must be stored inside a building or screened from the public right-of-way.
Under the city's Solid Waste Regulations (City Code Ch. 26), stored waste must be contained, customers must repackage torn bags and keep the storage area clean. For new or changed uses, containers must be stored in a building or screened from view from the public right-of-way, and dumpster placement, screening and landscaping must comply with the Unified Development Code (Ch. 55). Curbcarts are city property and may not be removed from the address to which they're issued.
Improperly stored or overflowing containers won't be serviced; container costs and blight/nuisance enforcement (assessed to the property if unpaid) may follow.
