SB 1383 compliance enforcement escalates through 2027. HOAs in Mountain House, Spanos Park, and Brookside commonly have stricter bin screening (fully enclosed) under CC&Rs. Bins left visible between collection days: $25 to $100 first offense, escalating for repeat. Bins placed at curb before 4 PM prior day: $50 warning. Overfilled bins with open lids: refused service plus $25 fine. SB 1383 non-compliance (failure to sort organics): warning then $50 to $500 after 2027 escalation. HOA fines under CC&Rs: $25 to $200.
