Owners of any lot in unincorporated Lake County, improved or unimproved, must keep it free of overgrowth and junk. Uncultivated vegetation that harbors rats, snakes or mosquitoes, or accumulated junk, is a declared public nuisance.
The Nuisance Abatement Ordinance (Ch. 14, Art. III) defines 'uncultivated vegetation' as weed, grass or undergrowth allowed to grow in an uncontrolled manner that may conceal water, trash or deposits harmful to health. On improved property, such growth is a public nuisance when it may become infested with rodents, snakes or vermin, breed insects, or impair the economic welfare of adjacent property. The excessive accumulation of abandoned property, junk, trash or debris on any property, improved or unimproved, is likewise prohibited. Cities within Lake County enforce their own vacant-lot standards.
After a Special Master finding, owners get 14 days to clear the lot; the county then abates and levies a special-assessment lien with 12% annual interest. Special Master fines reach $1,000/day, $5,000 repeat.
