Davis County cities apply their weed and nuisance codes to vacant and unimproved lots as well as occupied homes. Layton City Code 6.24.070 requires weeds be maintained so they do not exceed 12 inches in height and that solid waste and litter be removed. Bountiful's Land Use Code 14-14-110 makes it unlawful to let weeds, grass or similar growth exceed six inches on improved property and bars using open space to store trash, debris or junk. On unincorporated parcels the county's nuisance ordinance and Utah noxious-weed law (Title 4, Chapter 17) apply.
If an owner fails to clear a lot after notice, the city may abate the weeds or debris and bill the cost to the property owner, often with an administrative or lien surcharge.
