The City of Seminole applies the same property maintenance standards to vacant parcels as to occupied properties. Owners must control grass, weeds, and uncultivated vegetation; remove abandoned tires, appliances, and construction debris; and prevent harborage for rodents, mosquitoes, and other pests. The Code Enforcement Division responds to complaints and conducts proactive sweeps. After a Notice of Violation, owners receive a compliance window. If the property remains noncompliant, the city may contract a vendor to mow or clean the lot and assess actual costs plus an administrative fee, recorded as a special assessment lien under FS 162. Repeat violators face escalating fines.
