There is no single county grass limit; each city sets its own. In Carmel, weeds and rank vegetation may not exceed an average height of six inches. Indiana Code IC 36-7-10.1 authorizes every city and county to set and enforce such a limit.
Because Hamilton County is heavily incorporated, most residents follow a city grass ordinance. Carmel City Code Sec. 6-88 requires owners to cut weeds and rank vegetation exceeding an average of six inches and to keep the property clear of debris; Fishers, Noblesville and Westfield have comparable rank-vegetation limits. State law IC 36-7-10.1-3 lets a municipality or county require owners to cut weeds and rank vegetation and to specify the violation height, notice procedure, and cost-recovery. Cultivated flowers, gardens and agricultural crops are excluded from the limit.
Carmel issues a written violation notice giving seven calendar days to cut; if the owner fails, the city cuts the vegetation and bills the cost, and general penalties under Sec. 1-11 apply, with each day a separate offense.
