MGO 25.09 (the disorderly house and chronic nuisance ordinance) authorizes Madison Police to issue citations for parties producing loud noise, disorderly conduct, underage drinking, or repeated complaints. After three valid responses to the same address within a year, the city can recover police response costs from both the tenants and the property owner. Repeat violations can lead to landlord nuisance hearings and even rental license review under MGO Ch. 32. The ordinance is most actively enforced in the Greenbush, Mifflin, and Langdon Street student rental areas during the UW-Madison academic year.
Initial citations run $200-$500. Chronic-nuisance designations can mean response-cost billing of $1,500+ per call and trigger landlord enforcement actions against the rental.
