Baltimore City Code Article 19, Subtitle 11 forbids consuming alcohol or holding an open container on any public street, sidewalk, alley, park, or parking lot, except inside a licensed sidewalk-cafe seating area or designated festival zone permitted under Article 28 (Liquor). Tailgating in Orioles and Ravens parking lots is permitted within stadium-authority lots only and ends at first pitch or kickoff. Inner Harbor promenade, Federal Hill park, and Patterson Park are dry zones year-round. Maryland Β§10-125 backstops the ban on open containers in motor vehicles statewide.
First offense is a civil infraction up to $50; subsequent offenses or open containers in vehicles can become misdemeanors with fines up to $500 and possible alcohol-education diversion.
