Toledo enforces violations through the Toledo Police Department, treating them as minor misdemeanors mirroring the public-alcohol framework. Consumption is restricted to private residences, with landlord and lease permission. Cannabis cannot be used in vehicles, parks, the downtown DORA, sidewalks, sports venues, or workplaces. Driving under the influence remains a separate ORC 4511.19 offense. Toledo had previously decriminalized small possession in 2015 via charter amendment, which remains in effect for sub-200-gram amounts.
