Open containers of alcohol on Toledo streets and sidewalks are prohibited under ORC Section 4301.62 and TMC Chapter 533, except inside the downtown DORA district approved by Toledo City Council in 2018.
Ohio Revised Code 4301.62 bans possession of an open alcoholic beverage container in public, including parking lots and motor vehicles. Toledo enforces this through TMC Chapter 533. The city approved a Designated Outdoor Refreshment Area, or DORA, covering parts of downtown around Fifth Third Field and Huntington Center, where patrons may carry plastic cups bought from participating bars within posted boundaries during specific hours. Glass containers, outside alcohol, and crossing DORA borders with a drink remain prohibited. Festival-area DORAs are also issued for Glass City events and the Toledo Jeep Fest. Vehicle open-container violations carry separate penalties under traffic code.
Minor misdemeanor with a fine up to $150; vehicle open container is a fourth-degree misdemeanor; DORA boundary violations may bring TMC 533 citations and bar liquor permit consequences.
