Harris County has no local lead-hazard rental inspection program. Federal Title X (Residential Lead-Based Paint Hazard Reduction Act of 1992) and EPA Renovation, Repair, and Painting Rule (RRP) govern pre-1978 rentals, contractors, and disclosures. HUD enforces tenant disclosure violations, and Harris County Public Health investigates elevated child blood lead cases.
All pre-1978 rental properties in Harris County are subject to federal lead disclosure rules under 24 CFR Part 35 and 40 CFR Part 745, which require a Lead Warning Statement, EPA pamphlet (Protect Your Family From Lead), and disclosure of known lead-based paint or hazards in every lease. Renovation work disturbing more than six square feet inside, or twenty square feet outside, requires EPA-certified Renovator firms and lead-safe work practices under the RRP Rule. Harris County Public Health (HCPH) Lead Poisoning Prevention Program investigates children with blood lead levels at or above 3.5 micrograms per deciliter and conducts environmental assessments. Texas does not impose state lead inspection licensing beyond the federal program.
