Tulsa never enacted a local eviction moratorium during COVID; tenants relied on the federal CDC order through August 2021 and Tulsa Eviction Prevention Funds for rental assistance.
Unlike many cities, Tulsa did not exercise local emergency authority to halt evictions during COVID-19. Federal CDC moratoria, the Oklahoma Supreme Court's brief court-closure orders, and ERAP-funded rental assistance shaped tenant outcomes. Tulsa Eviction Prevention partnerships with Restore Hope, Catholic Charities, and the City of Tulsa distributed federal Emergency Rental Assistance funds. Tulsa County District Court launched an Eviction Diversion Docket connecting tenants with assistance before judgment. The diversion docket continues post-pandemic in modified form, but no permanent moratorium authority exists, and Oklahoma legislators have not authorized localities to declare new ones.
Filing an eviction during the federal moratorium was not itself unlawful, but enforcing a writ in violation of CDC orders briefly created federal exposure. Post-moratorium, normal Oklahoma eviction rules apply.
