Tenants may request complaint inspections through Neighborhood Services; landlords get written notice and may attend.
Refusing scheduled inspection entry, renting a unit declared unfit, or missing a Notice of Violation correction deadline violates the Code of Ordinances. Citations go to Rock Hill Municipal Court with escalating fines. Severely defective units may be placarded as unfit for occupancy under the adopted property-maintenance code.
