Where the dwelling wall serves as one side of the barrier (common for in-ground pools off a back patio), doors that open directly into the pool enclosure must have an alarm meeting UL 2017 or a self-closing / self-latching device. For aboveground pools, the pool wall itself can count as part of the 48-inch barrier provided the ladder is removable or otherwise secured and the access point can be closed to a 48-inch height. Rock Hill's Zoning Code (Chapter 31) adds setback rules for pools - typically a minimum distance from any side or rear lot line - confirm with the Planning and Development Department for your specific district.
Pool-barrier non-compliance is enforced by Rock Hill's Building Code Official and Zoning Administrator under the SC Residential Code and Chapter 31. Stop-work orders, mandatory drain-down until compliance, and after-the-fact permitting at increased fee are typical.
