Housing Stability and Tenant Protection Act of 2019 imposes statewide minimums: 30/60/90 day notice for nonrenewals or rent hikes over 5 percent based on tenancy length.
Improper self-help eviction (lockouts, utility shutoffs) is a Class A misdemeanor under RPAPL 768, fines up to 10,000 dollars per violation plus treble damages. Failure to give statutory notice voids the proceeding.
