Monroe County is not covered by New York's Emergency Tenant Protection Act (ETPA) rent stabilization, which applies primarily to NYC and certain Westchester, Nassau, and Rockland municipalities. The 2024 NY Good Cause Eviction Law (Real Property Law Article 6-A) applies statewide to qualifying rentals in buildings 10+ units built before 2009, limiting rent increases to the lower of 10% or CPI+5% and requiring "good cause" for non-renewal.
