The City of Allen has no mandatory rental registration ordinance for standard residential leases. In 2023, the Texas Legislature passed HB 2127 (the Death Star bill) limiting cities ability to regulate landlord-tenant relationships. Allen does enforce minimum property maintenance standards through the International Property Maintenance Code as adopted in the Allen Land Development Code.
