Unlike Atlanta's Rental Housing Program or DeKalb County's registration mandate, Duluth has not adopted a blanket long-term rental registry or proactive inspection regime. Landlords renting residential property as a business activity must obtain a City of Duluth Occupation Tax Certificate through the Finance Department under Duluth Code Chapter 18 (Licenses, Taxation, and Miscellaneous Business Regulations). Rental units remain subject to the International Property Maintenance Code (adopted by reference) and Georgia's Landlord-Tenant Act (O.C.G.A. Β§44-7-1 et seq.), including the 2019 habitability amendments. Code Enforcement inspects only on complaint. Tenants can report mold, pests, electrical hazards, or lack of heat/running water by calling 770-476-3434. Short-term rentals (<30 days) fall under a separate occupation tax and hotel-motel tax framework.
