Rochester Municipal Code §90-16 requires a Certificate of Occupancy (C of O) for every rental unit. Residential 1-4 unit dwellings are inspected every 6 years in owner-occupied duplexes and every 3 years for non-owner-occupied units under the Certificate of Occupancy program. Lead-Based Paint Poisoning Prevention Ordinance (Chapter 90, Article II) requires visual inspection for pre-1978 units in designated high-risk zones and dust-wipe testing for units with prior lead violations. Town of Irondequoit requires rental registration under Town Code Ch. 177. Greece Town Code Ch. 199 requires rental permits. Fees run $60-$150 per unit.
