Rochester Municipal Code Β§90-16 requires a Certificate of Occupancy (C of O) for every rental unit. Lead-Based Paint Poisoning Prevention Ordinance (Chapter 90, Article II) requires visual inspection for pre-1978 units in designated high-risk zones and dust-wipe testing for units with prior lead violations. Town of Irondequoit requires rental registration under Town Code Ch. 177. Greece Town Code Ch. 199 requires rental permits. Fees run $60-$150 per unit.
