The Housing Authority of Travis County (HATC) operates the federal Housing Choice Voucher program for unincorporated areas and several smaller Travis municipalities, separate from the City of Austin's Housing Authority. Voucher holders identify a willing landlord, submit a Request for Tenancy Approval, and HATC conducts a Housing Quality Standards inspection. HATC pays its share of contract rent directly to the landlord; the tenant pays the difference, generally 30 percent of adjusted income.
