MCHA serves roughly 2,500 households outside the City of Phoenix Housing Department service area, conducting Housing Quality Standards inspections, calculating Payment Standards by ZIP code (typically 90 to 110 percent of HUD Fair Market Rents), and signing one-year HAP contracts. The waiting list is opened periodically and prioritizes elderly, disabled, and homeless applicants. Tenants pay roughly 30 percent of adjusted income toward rent; MCHA pays the remainder directly to the landlord. Landlords must pass initial inspection within 15 days and re-inspections biennially. Phoenix, Mesa, Scottsdale, Glendale, Tempe, and Chandler operate separate housing authorities with their own waitlists.
Landlord-side violations (failing inspection, pocketing tenant rent, side payments) trigger MCHA contract termination and HUD debarment. Tenant-side fraud (unreported income, unauthorized occupants) leads to voucher termination and repayment agreements through MCHA Hearing Officer.
