Section 8 Housing Choice Vouchers are funded by HUD and operated locally by the Housing Authority of the County of Los Angeles (HACoLA) for unincorporated areas and most contract cities. Participating landlords sign a Housing Assistance Payments contract, accept a tenant rent share calculated on income, and pass an annual Housing Quality Standards (HQS) inspection covering habitability, lead, and life-safety items. Refusal to rent based on voucher status violates Cal. Gov. Code §12955 and LA County Title 8.42 (source-of-income protection). HACoLA also operates project-based vouchers, the Family Self-Sufficiency Program, and special-purpose vouchers for veterans, foster youth, and chronically homeless tenants.
Landlords who reject voucher holders or fail HQS inspections without remedy lose payments, face fair-housing complaints, and may incur civil penalties under FEHA and Title 8.42.
