Unlike many large cities, Des Moines treats hosted and unhosted short-term rentals the same way under Zoning Ordinance Ch. 134-2.6.4. Operators do not have to occupy the dwelling during a booking, and the city does not cap unhosted nights per year. The permit holder must, however, designate a local responsible party who can respond to complaints within a defined window, maintain liability insurance, and ensure the property meets life-safety and occupancy standards. Neighborhood density limits and zoning district eligibility still apply.
Operating without a valid permit, without a designated local responder, or in a district where STRs are not allowed can trigger civil penalties and permit revocation.
