Orange County does NOT impose minimum or maximum night caps on short-term rentals. FL §509.032(7) preempts local limits on duration and frequency of vacation rentals. Rentals of any length under 30 days are allowed.
Florida state preemption in FL §509.032(7)(b) prohibits local governments from regulating the duration or frequency of vacation rentals. Orange County therefore cannot impose minimum-night or maximum-night-per-year caps. Rentals of 30 or more consecutive days to the same guest fall outside STR regulations entirely and are treated as long-term tenancies under FL §83 Residential Landlord-Tenant Act.
