Unlike many cities that limit STR operations to 90, 120, or 180 nights per year, Pittsburgh does not impose any annual cap on the number of nights a property may be rented as a short-term rental. Both owner-occupied and non-owner-occupied properties may operate as STRs without a maximum number of rental days. There is also no distinction in Pittsburgh ordinance between hosted stays (where the owner is present) and unhosted stays. The Chapter 781 Residential Housing Rental Permit Program treats all rental activity under the same framework regardless of duration or frequency. This permissive approach provides significant operational flexibility for STR investors and operators. Properties must maintain a valid rental permit and continue to comply with safety and maintenance standards regardless of how many nights they are rented. Operators must still file monthly hotel occupancy tax returns with both the state (6% PA Hotel Occupancy Tax) and Allegheny County (7% Hotel Room Rental Tax) for all rental revenue received.
