Eugene's short-term rental program (Ordinance 20638, codified at Eugene Code 3.350) ties STR occupancy to the city's general residential occupancy rule: a single family of any size, or up to five unrelated persons, may occupy a dwelling unit at one time. Each guest stay must be under 30 consecutive nights for the unit to qualify as a short-term rental rather than a long-term tenancy.
Eugene City Council adopted Ordinance 20638 in 2022, codified at Eugene Code 3.350 (Short-Term Rental Registration). Eugene defines a short-term rental as a dwelling, or portion of one, rented to transient occupants for periods of less than 30 consecutive days. The ordinance does not create a unique guest-per-bedroom formula; instead, an STR is bound by the same household-occupancy limit that applies to any Eugene residence under the Land Use Code, namely a single family of any size or up to five unrelated persons in a single dwelling unit. Hosts must register annually through the city's online STR portal at no fee, providing the property's street address, owner-occupancy status, and a 24-hour local contact for nuisance complaints. Guest stays of 30 or more consecutive nights convert the arrangement to a residential tenancy under ORS 90.100 and remove it from the STR program. Eugene encourages hosts to post the maximum occupancy and the local contact's phone number inside the unit so guests and neighbors know where to direct concerns. The Planning Division (541-682-8336) administers EC 3.350 and coordinates with Code Compliance (541-682-5819) when occupancy or nuisance complaints arise.
Hosting more than five unrelated guests, or operating an unregistered STR, violates EC 3.350 and Eugene's general nuisance and zoning codes. Continued violations after a Code Compliance notice can result in citations and revocation of the STR registration, requiring the host to take the listing offline.
