The Guilford County Unified Development Ordinance does not fix a maximum number of overnight guests for a short-term rental. The one lodging use with an explicit limit is the Bed & Breakfast Home for 8 or Less Guest Rooms (Sec. 5.9.A) โ the name is the cap. Beyond that, how many people may sleep in a rental is driven by the North Carolina State Building Code (bedroom count, egress, square footage) and fire-safety limits, not a county headcount ordinance. Because there is no statewide STR preemption, occupancy expectations can also come from your septic-system permit capacity, which the county Environmental Health office ties to the number of bedrooms.
Exceeding building-code egress or septic-design occupancy can trigger county building or Environmental Health enforcement; there is no separate UDO per-guest fine for STRs.
