Norristown requires every Air B&B, Tourist Home, Boarding/Rooming House, Recovery Home, and Bed and Breakfast to obtain a rental license under Chapter 239A Section 802 prior to occupancy regardless of the duration of stay, and to provide proof of Norristown Zoning Approval. Maximum occupancy is governed by the Occupancy Limitations of the Building Safety, Property Maintenance and Housing Code (Chapter 239A).
Chapter 239A Section 802 of the Norristown Municipal Code makes a rental license mandatory for every Air B&B, Tourist Home, Boarding/Rooming House, Recovery Home, and Bed and Breakfast prior to any occupancy, regardless of the duration of the guest stay, and requires the applicant to attach proof of Norristown Zoning Approval/Permit. The applicable per-room and per-unit occupancy ceilings are set by the Occupancy Limitations section of Chapter 239A (Building Safety, Property Maintenance and Housing Code), which is built on the International Property Maintenance Code minimum sleeping-room floor area and the Pennsylvania Uniform Construction Code. Owners who do not live or have an office within a 50-mile radius of the property must designate a Person-in-Charge on the application. The license must be displayed in a conspicuous location for all occupants, and the Municipality mails renewal applications by October 15 each year for renewal on or before the license's annual expiration date. Norristown does not publish a single fixed STR occupancy formula on Ecode360; for the exact maximum occupancy issued for your unit, confirm with Norristown Code Enforcement at 610-270-0420.
Occupancy of any rental dwelling, including an STR, prior to license issuance is a violation of Chapter 239A and the code official is authorized to issue administrative fines of $300 per day, in addition to other code-enforcement penalties. Outstanding violations and imminent hazards can also trigger Rental License Suspension under the Chapter 239A suspension provisions, ending the right to host guests.
