No county occupancy-cap penalty exists in unincorporated areas. Exceeding the Prop. Code §92.010 limit is enforceable by private civil action from a nearby owner or lessee within 3,000 feet. Fire-code occupant-load overages are enforceable by the fire marshal having jurisdiction.
