Jefferson County does not regulate STR parking in unincorporated areas. Texas counties cannot impose off-street parking minimums on residential lots (Tex. Loc. Gov. Code Ch. 232). On-street parking on county roads must not block travel lanes, mailboxes, or driveways. City limits add their own STR parking rules.
Tex. Loc. Gov. Code Ch. 232 limits county authority over residential property to subdivision platting, drainage, OSSF (septic), and floodplain (Ch. 240) β not to parking, design, or occupancy standards. Jefferson County therefore imposes no minimum number of off-street parking spaces for STRs, no driveway-paving requirement, and no overnight RV/trailer parking ordinance for private property in unincorporated areas. Vehicles parked on Jefferson County right-of-way must not obstruct the travel lane, sight distance at intersections, fire hydrants, or U.S. mail delivery; obstructions can be enforced by the Jefferson County Sheriff under Tex. Transp. Code Β§545.302, or by TxDOT on state-maintained roads (US-69, US-90, SH-87, SH-73, IH-10). HOA and platted-subdivision covenants frequently impose stricter rules β boat/RV bans, paved-driveway requirements, on-street overnight bans β and are enforced privately. Inside Beaumont, Port Arthur, Nederland, Groves, or Port Neches city limits, the city's STR ordinance and zoning code controls; Beaumont and Port Arthur each have residential parking standards in their unified development codes.
