Lehigh County does not regulate STR parking. Under the PA Municipalities Planning Code, off-street parking minimums and on-street rules fall to each of the 25 cities, boroughs, and townships. Allentown, Bethlehem, and Whitehall each set their own STR parking standards β confirm with the local zoning office.
Pennsylvania counties have no zoning or parking-design authority over residential property. Authority to set off-street parking minimums, driveway standards, and overnight parking restrictions rests with municipalities under the PA Municipalities Planning Code (53 P.S. Β§Β§10101 et seq.). Lehigh County therefore imposes no minimum off-street spaces for STRs, no driveway-paving rule, no RV/trailer storage limit, and no overnight on-street parking ban. Vehicles parked on county-maintained roads must comply with the PA Vehicle Code (75 Pa. C.S. Β§3353) β no obstruction of travel lanes, intersections, fire hydrants, mailboxes, or driveways. The Lehigh County Sheriff and PennDOT (on state routes) enforce right-of-way obstructions. Each municipality sets its own STR parking standard: Allentown's STR registration program (Ord. 2019) requires off-street parking sufficient for guests and prohibits guest parking on lawns; Bethlehem's STR ordinance similarly requires designated off-street guest spaces; smaller boroughs may have only general residential parking standards. HOA covenants and deed restrictions in subdivisions often impose additional limits (boat/RV bans, overnight on-street prohibitions) and are privately enforced. Always confirm parking rules with the city/borough/township zoning office before listing.
