STR parking is governed by town code. Most Dutchess towns require one off-street space per bedroom for STRs. On-street parking is restricted during snow emergencies (no parking when 2+ inches forecasted) in Poughkeepsie, Beacon, and most villages. Metro-North commuter lots (Beacon, Poughkeepsie, New Hamburg) are off-limits to overnight non-rider STR guests.
No countywide STR parking rule exists; each municipality handles it through zoning or STR ordinance. Village of Rhinebeck requires one off-street space per bedroom plus one for the operator, with guest parking plans included in the STR permit application. Town of Red Hook and Town of Stanford follow similar one-per-bedroom standards. City of Poughkeepsie 19-11 sets one space per dwelling unit for residential but requires site-plan review for conversions including STRs. City of Beacon 195-17 sets residential parking minimums that STRs must meet. Snow emergencies are declared under each municipality's highway/public works code: when snow of 2+ inches is forecast or falling, on-street parking is prohibited until streets are plowed and cleared, with tow-at-owner-expense enforcement. Metro-North MTA Police enforce the Beacon, Poughkeepsie, and New Hamburg station lots - overnight non-commuter use can be towed. Rural Dutchess roads without shoulders often prohibit any road-edge parking by town highway law. STR hosts should post parking instructions in the listing and inside the unit.
On-street snow-emergency violation: $75-$150 plus towing/impound $200-$500. STR permit parking non-compliance: $100-$500 and possible permit suspension. Metro-North lot overnight parking: $40-$100 ticket plus tow cost.
