Jackson County, MO Short-Term Rentals: Parking Rules (2026)

Kansas City's STR ordinance (§88-321 / Chapter 56 Art. VIII / Ordinance 230268) does not set a free-standing per-guest parking ratio for STRs. Instead, STR parking is governed by the underlying residential parking standards in §88-420 (Parking and Loading), which generally require one off-street space per single-family dwelling unit, with additional spaces required when a dwelling exceeds certain bedroom counts. Type 1 (owner-occupied) STRs use the existing residential driveway. Type 2 (non-owner-occupied) STRs in commercial or mixed-use zones are subject to the parking minimum for the zoning district. KC's general parking ordinances (Code Title 70 — Streets, Sidewalks, and Public Places) prohibit overnight on-street parking of trailers, RVs, and commercial vehicles, and limit continuous on-street parking to 48 hours. Some neighborhood overlay districts have additional residential parking permit zones. Unincorporated Jackson County's UDC sets driveway and off-street parking standards by zoning district, but does not impose STR-specific parking ratios. Other Jackson County cities (Independence, Lee's Summit, Blue Springs) regulate STR parking through their own zoning codes — for example, Lee's Summit's STR ordinance requires sufficient on-site parking. Always disclose available off-street parking and any street-parking restrictions to guests.
