STRs inside city limits (Norman, Moore, Noble) are regulated by those cities. Hosts must collect Oklahoma 4.5% state sales tax and any applicable local lodging tax.
Oklahoma takes a local approach to STR regulation, with no statewide registration regime and no preemption statute. Under 19 O.S. Β§ 868.11 county zoning authority is limited and exempts agricultural uses, leaving most rural rentals unregulated at the county level. Within incorporated Norman, the City Attorney's office administers STR rules locally β county jurisdiction does not apply inside city limits. STR operators statewide must register with the Oklahoma Tax Commission and remit the 4.5% state sales tax under 68 O.S. Β§ 1354 unless the booking platform collects on their behalf.
Failure to remit Oklahoma sales tax can result in Tax Commission assessments, penalties, and interest. City-level violations within Norman, Moore, or Noble are separately enforced by those municipalities.
