NYC Local Law 18 of 2022 requires all short-term rental hosts to register with the Mayor's Office of Special Enforcement (OSE). Enforcement began September 5, 2023. Hosts must be the primary resident, be present during stays, and may host no more than 2 guests at a time.
Local Law 18 of 2022 created the most restrictive short-term rental registration system in the United States. All hosts renting a dwelling for fewer than 30 consecutive days must register with the Mayor's Office of Special Enforcement (OSE). The registration fee is $145 (non-refundable). Key requirements: the host must be the primary resident of the dwelling (living there at least 183 days per year), must be physically present during guest stays, and no more than 2 paying guests are allowed at one time. Booking platforms (Airbnb, VRBO, Booking.com) are prohibited from processing transactions for unregistered listings. Queens neighborhoods near the airports β particularly Jamaica, Astoria, Long Island City, and Flushing β had a high concentration of short-term rentals catering to travelers. Many of these listings were eliminated when Local Law 18 took effect.
Unregistered STR operation: fines from $1,000 to $5,000 per violation. Booking platforms face fines of $1,500 per transaction for unregistered listings. OSE may revoke registration for non-compliance.
