Registration typically requires the applicant to file a Transient Occupancy Registration Certificate application, pay applicable business license fees, and provide the property address, operator contact information, property manager 24/7 contact, number of bedrooms offered, and acknowledgment of the 10% TOT collection duty. A Concord Business License (business tax certificate) is required in addition to the TOT registration certificate. Operators must post the registration certificate at the property. The dwelling must comply with residential zoning, building code, and fire and life-safety requirements including working smoke alarms in every sleeping room, carbon monoxide alarms, posted emergency information, and compliant egress. Parking must meet the underlying zone's requirements; on-street parking overflow is not a substitute. Failure to register, collect TOT, or respond to nuisance complaints can result in administrative citations, revocation of the registration certificate, and back-tax assessments with penalties and interest. Concord may enter into voluntary collection agreements with major platforms under which the platform collects and remits TOT on behalf of the host; hosts must confirm with each platform whether collection is automatic.
