Operating any short-term/vacation rental in Phoenix without a current, unrevoked permit is prohibited under Phoenix City Code Sec. 10-195 (Short-Term Rental; Permits for Vacation Rentals Required), enacted by Ordinance G-7156 in September 2023 and effective November 6, 2023. Applications go through the SHAPE PHX online portal administered by the Planning & Development Department. Required items include: $250 non-refundable annual fee; proof of at least $500,000 in liability insurance (or coverage provided by a hosting platform that meets that aggregate); a valid Arizona Transaction Privilege Tax license under A.R.S. Β§ 42-5005; the name, address and phone of an emergency contact available 24/7; and a notarized attestation that the owner is not a registered sex offender and has no qualifying violent felony in the past five years. Owners must mail certified-mail Notices of Intent to all adjacent and diagonal-across-the-street single-family properties and to HOAs/registered neighborhood associations whose boundaries fall within a 600-foot radius. The city must approve or deny within 7 business days of a complete application; permits expire one year from issuance and renewals must be filed at least 15 working days before expiration.
