Goodyear City Code Chapter 8, Article 8-2 (effective January 1, 2023) requires every short-term and vacation rental owner to obtain a $250 annual STR License from the City before listing on Airbnb, Vrbo, or any platform. Owners must designate an emergency contact reachable within one hour, carry $500,000 liability insurance (or use a platform with equivalent coverage), and run sex-offender background checks on guests.
Goodyear was one of the first Arizona cities to implement an STR ordinance after SB 1168 (2022) restored limited local authority. The Goodyear City Council adopted Ordinance No. 22-1497 on September 12, 2022, codified at Chapter 8, Article 8-2 of the Goodyear City Code, with the program taking effect January 1, 2023. Section 8-2-2 requires applicants to submit owner contact information, the property address, the name and 24/7 phone number of an emergency contact who can respond on-site within one hour, the name and contact for a complaint contact who can reply within 24 hours, and a TPT license number. Section 8-2-7 requires liability insurance of at least $500,000 in the aggregate, or a written attestation that the property is offered exclusively through an online lodging marketplace (Airbnb, Vrbo) that provides equal or greater coverage. Section 8-2-8 requires the owner or designee to perform sex-offender background checks on booking guests, again unless the marketplace performs equivalent screening. Section 8-2-6 requires the issued license number to appear on every advertisement and listing. The license fee is $250 per calendar year (state-preemption maximum under ARS 9-500.39); licenses expire December 31 and are not prorated. Apply through the Goodyear Finance Department or the city STR portal at goodyearaz-str.deckard.com. Operating an STR in Goodyear without a Section 8-2-2 license, advertising without the license number on the listing, or failing to maintain the required emergency/complaint contacts is enforceable under Article 8-2 and ARS 9-500.39. State-preemption civil penalties are capped at $500 or one night's rent (first offense), $1,000 or two nights' rent (second within 12 months), and $3,500 or three nights' rent (third or subsequent within 12 months) per verified violation, plus possible TPT-license suspension by the Department of Revenue.
