All Manhattan STR hosts must register with the NYC Mayor Office of Special Enforcement under Local Law 18. Platforms must verify registration before processing any booking under 30 days.
NYC Local Law 18 of 2022 requires every short-term rental host in New York County (Manhattan) to register with the Mayor Office of Special Enforcement (OSE) before accepting any booking of fewer than 30 consecutive days. The registration application requires proof of primary residence such as utility bills and government ID, a diagram of the unit showing all rooms and exits, confirmation that the building is not on the OSE Prohibited Buildings List, verification that the dwelling complies with the Multiple Dwelling Law and NYC Housing Maintenance Code, and in rental scenarios written consent from the building owner or managing agent. Upon approval, the host receives a registration number that must appear on every listing. Booking platforms are required by law to verify the registration number against the OSE database and refuse bookings for unregistered units. Registration is denied for buildings classified as transient-prohibited Class A multiple dwellings when the host would not be present. Renewal and fee rules are set by OSE. Non-compliance fines can exceed 5,000 dollars per violation.
Contact your local code enforcement office for specific penalty information.
