Article 8-2 does not set a parking-space minimum or a separate STR parking permit; instead it treats STR parking through two provisions. First, § 8-2-3(A) folds ordinary traffic-control compliance into the general duty every STR owner already has to follow federal, state and local law, the same way it folds in noise and nuisance rules; there is no STR-specific traffic or parking citation scheme layered on top. Second, and more consequentially, § 8-2-10(B)(1) carves vehicle-parking violations out of the count the City uses to suspend an STR license.

Ordinarily, three verified violations at the same property within 12 months trigger a suspension of up to 12 months under § 8-2-10(B), but a verified violation based on an aesthetic, solid waste disposal or vehicle parking violation does not count toward that three-strikes total unless the parking violation is also a serious threat to public health and safety. 39(D)(1), which uses the identical exclusion for local suspension ordinances statewide. In practice this means a guest who blocks a driveway or parks on the street in violation of Goodyear's traffic code can still be cited like any other driver, but that citation alone will not be held against the STR's license unless it rises to a genuine safety hazard, such as blocking emergency-vehicle access.
