City Code § 8-2-3(A) requires every STR to comply at all times with local, state and federal laws covering noise, property maintenance and nuisance abatement, folding Goodyear's general noise ordinance directly into STR licensing law rather than creating a separate STR-specific decibel limit. 39(B)(2), the state law that otherwise bars cities from restricting short-term rentals, carves out an express exception letting a city adopt and enforce use and zoning ordinances, including ordinances related to noise, protection of welfare, property maintenance and other nuisance issues, as long as the ordinance applies to STRs the same way it applies to any other residential property.

A neighbor complaint that produces a citation, whether under the City's general noise code or under § 8-2-3 itself, becomes a 'verified violation' once a court finds guilt or civil responsibility under § 8-2-1's definition, and the STR owner's designated emergency or property-complaint contact must respond in person within one hour of a public-safety call, or by phone or email within 24 hours for a non-emergency complaint, under § 8-2-2(D). Verified noise violations count toward the escalating civil-penalty schedule in § 8-2-9 and toward the three-strikes suspension trigger in § 8-2-10(B), which can pull the STR's license for up to 12 months.

A property with three verified violations in any 12-month period, or one verified violation causing a felony, serious injury or wrongful death connected to the STR, faces that suspension regardless of whether any single incident involved noise.
