Goodyear, AZ Short-Term Rentals: Insurance Requirements (2026)

City Code § 8-2-7(A) gives Goodyear STR owners two ways to satisfy the City's insurance rule: carry their own liability policy covering the STR in the aggregate of at least $500,000, or list and offer the property through an online lodging marketplace, defined in § 8-2-1, that itself provides liability coverage equal to or greater than that $500,000 floor. 39(B)(8) is the specific carve-out in Arizona's vacation-rental preemption law that lets a city require exactly this coverage level or its marketplace equivalent, and Goodyear's ordinance tracks the statute's wording almost word for word.

The requirement applies continuously, not just at the time of licensing: an owner who lets a policy lapse, or who switches to a marketplace that does not carry equivalent coverage, is out of compliance for as long as the gap lasts. Because § 8-2-2(A)(3) also requires proof of the state Transaction Privilege Tax license and § 8-2-7 sits inside the same license-application chapter, the City can check insurance status alongside the annual STR license renewal rather than only after an incident. There is no owner-occupancy exception to the insurance duty: it applies equally to an owner-occupied STR and to a standalone rental unit, and it applies regardless of how many nights per year the property is rented.
