Goodyear, AZ Short-Term Rentals: Repeat Violator Strikes (2026)

Article 8-2 of the Goodyear City Code defines a VERIFIED VIOLATION as a finding of guilt or civil responsibility for any state law or local ordinance violation tied to Article 8-2 that has been finally adjudicated. Under Section 8-2-9(A), the City imposes a civil penalty against the STR owner, the owner's designated responsible party, emergency contact, or property complaint contact for every verified violation at the same STR property within a rolling 12-month period: $500 for the first, $1,000 for the second, and $3,500 for the third and each one after that.

Section 8-2-9(B) treats multiple violations arising from a single response to one incident as a single verified violation for penalty purposes, so one bad weekend does not automatically stack three fines. Beyond fines, Section 8-2-10(B) lets the City suspend a Goodyear STR license for up to 12 months once a property racks up three verified violations in 12 months, not counting aesthetic, solid-waste, or parking violations that are not also a serious threat to health and safety. A single verified violation triggers immediate suspension grounds if it involves a felony at or near the property, a serious injury or wrongful death from the owner's reckless conduct, knowingly housing a sex offender, running a sober-living home, or using the STR for an unpermitted special event.

For the worst cases, Section 8-2-10(B)(4) lets the City petition Goodyear Municipal Court for an emergency order suspending the STR use entirely for up to 12 months. Anyone facing suspension or license denial has 14 days from mailed notice to file a written appeal with the City Manager, who must issue a decision within 30 days; that decision is final.
