Glendale, AZ Short-Term Rentals: Repeat Violator Strikes (2026)

7(a)(1) authorizes the city to start an administrative process to suspend a short-term rental license for up to twelve months once a rental accumulates three verified violations of the short-term rental article within a twelve-month period. The three-strike count deliberately excludes minor categories: it does not include a violation based on an aesthetic issue, a solid waste disposal problem, or a vehicle parking violation, unless that violation is also a serious threat to public health and safety. 7(a)(2) lets the city suspend on a single verified violation if it involves a felony offense committed at or near the rental by the owner or the owner's designee, a serious physical injury or wrongful death caused by the owner's or designee's knowing, intentional or reckless conduct, knowingly housing a sex offender or operating a sober living home, or knowingly allowing the rental to host a special event, retail, restaurant or banquet use that would otherwise require its own permit or license.

8(c), multiple violations arising from the same single response to an incident count as only one verified violation toward the three-strike total, which keeps a single loud party from generating three separate strikes on its own. 9 by filing a written notice with the city manager within thirty days of the decision letter, but filing an appeal does not automatically stay the suspension while it is pending.
