Phoenix, AZ Short-Term Rentals: Repeat Violator Strikes (2026)

Under Phoenix City Code § 10-202, the Neighborhood Services Director may suspend a short-term rental permit for up to 12 months after three verified violations within a 12-month period, not counting violations that are purely aesthetic, solid-waste, or parking-related with no serious safety threat. One serious violation, a felony, sex-offender occupancy, or a death or injury from reckless conduct, can trigger suspension outright. Section 10-206 layers escalating civil fines on top: one night's advertised rent (up to $500) for a first violation, two nights' (up to $1,000) for a second, and three nights' (up to $3,500) for a third and every violation after that within the same 12 months.
