City Code Section 16A-215(a) requires every short-term rental to comply with federal, state and local law, expressly including traffic control, as part of its general public health and safety obligations. Section 16A-220(a)(1) sets the license suspension trigger: the Licensing Officer may suspend a short-term rental license for up to 12 months after three verified violations of Article X within a 12-month period, but the subsection specifically excludes an aesthetic, solid waste disposal, or vehicle parking violation from counting toward that three-strike total unless the parking problem is also a serious threat to public health and safety.

Section 16A-213(d)(5)(b) applies the identical carve-out at the license-denial stage, so a history of ordinary parking complaints at a property does not by itself block a new or renewal license application. The practical effect is that routine street-parking overflow from guests, an issue neighbors frequently raise about short-term rentals, is handled the same way it would be for any resident (through the City's standard traffic and parking enforcement) rather than through the short-term rental licensing scheme, unless the parking situation escalates into a genuine safety hazard, in which case it can be counted like any other article violation.
