Chandler City Code Chapter 22 (added by Ordinance No. 5048, effective August 1, 2023) requires every short-term rental in the city to obtain an annual STR license from the City Clerk's Office. The nonrefundable application fee is $250 per property per year, prorated quarterly based on start date. Operators must also hold an Arizona Department of Revenue Transaction Privilege Tax license.
Chandler City Council adopted Ordinance No. 5048 on April 13, 2023, creating a new Chapter 22 (Short-Term Rentals) of the City Code that took effect August 1, 2023. Under Chapter 22, every owner offering a residential property as a short-term or vacation rental on Airbnb, Vrbo, or any web-based platform regardless of length of stay must apply for and hold a Chandler STR license issued by the City Clerk's Office. The annual nonrefundable license fee is $250 per property, prorated quarterly (25 to 100 percent) by application date. Application materials must include proof of an Arizona Department of Revenue Transaction Privilege (Sales) Tax license under A.R.S. Β§ 42-5070, Maricopa County rental property registration, a 24/7 emergency contact who can respond in person within one hour, proof of liability insurance of at least $500,000 (or coverage provided by the platform under A.R.S. Β§ 9-500.39), and written notice to all property owners adjoining the rental as required by Chapter 22, Section 6. The state STR preemption (A.R.S. Β§ 9-500.39, originating in 2016 SB 1350 and amended by 2019 HB 2672 and 2022 HB 2374) authorizes Chandler's licensing scheme but bars an outright ban. Approval normally takes seven business days. Operating an STR without a Chapter 22 license, or failing to apply within 30 days of a written notice of violation, exposes the owner to civil penalties of up to $1,000 per month under Chapter 22 and possible suspension or denial of the license by the City Clerk.
