Chandler, AZ Parking Rules: EV Charging (2026)

Section 35-1902, "General requirements," applies to nearly every site development plan filed under Article XIX of the Chandler Zoning Code, Planned Area Development, commercial, industrial, mobile home and multi-family projects, with the narrow exception of a single-family home, duplex, triplex or fourplex built individually rather than as part of a larger project (Sec. 35-1901, 35-1902(1)). Within that general-requirements section, subsection (j), added by Ordinance No. 5142 on November 13, 2025, sets four EVC-specific rules a developer must meet at the site plan stage. First, EVC spaces, charging stations and associated transformers or mechanical equipment must be provided on site and cannot displace a parking space the project is otherwise required to provide, nor sit inside a required landscape setback or landscape area.

Second, any ground-mounted equipment tied to the chargers must be fully screened with solid masonry walls and gates built to a height equal to or greater than the tallest point of the equipment, using materials and colors that match the rest of the site. Third, transformer boxes and other utility equipment that can't be screened by walls must instead be painted to match the building color, the same treatment the code requires for other utility boxes under Sec. 35-1902(f). Fourth, no advertising signage of any kind may appear on the EVC spaces or the associated equipment, closing off a revenue avenue some developers use elsewhere for charger sponsorships.
