4 sets a citywide clearance rule: no person may park a vehicle on a street in a manner that leaves less than 10 feet of the public roadway open for free traffic movement, regardless of whether a sign is posted. 6 separately bars standing or parking any vehicle over 14,500 pounds gross vehicle weight, or one modified with a crane, racks, frames or other business-use structures, or a business-use trailer or semi-trailer, on a vacant lot, street, alley or right-of-way within 200 feet of a residential zone for more than two hours, except while actually loading, unloading, delivering, or making a service call.

The same section limits recreational vehicles, buses, boats, utility trailers, campers and haulers on residential streets to loading and unloading, capped at 48 hours, and flatly bars anyone from inhabiting such a vehicle while it's parked on the street. 2 restricts alley parking to loading/unloading merchandise or passengers without blocking the alley, or to repair-service stops, and treats any alley-parked vehicle left unattended more than 10 minutes as a violation. 1(C) creates a prima facie presumption that the registered owner of the cited vehicle was the person who parked it.
